To answer your question: Yes, $99 is a good deal, very reasonable. But if there is shipping... then it's a little over priced.
Cougar is a good brand, for beginners. But they make only beginners sets. However, some other companies makes not only the beginners set, but also the tour level sets. And the cost between the 2 brands are the same.
My first set was from Wilson. Extremely durable, I've had 2 more sets after that and I still have them today.
Good thing about Wilson is that they don't make just beginners clubs, they make Tour level clubs too. (Padraig Harrington - The 08' British Open winner uses Wilson). So that means they have the technology and style.
I think it's a better choice to go with brands like Wilson, Nicklaus (from Jack Nicklaus), Gold bear, Tour Select. Simply because the durability and technology behind them is better than Cougar, and the price is exactly the same.
